What is the purpose?
North Carolina's Incumbent Workforce Development Program serves the interests of both the State's workers and the State's employers by supporting access to high-quality, market-driven education and skills training. The program provides assistance to employers confronted with the need for new and upgraded worker skills that are necessary to maintain or increase their competitiveness in the global economy. Incumbent Workers develop portable skills that benefit their employers, facilitate transition between jobs, and enhance their potential for increased earnings.

Who may apply for funds?
Any private for-profit or private not-for-profit business that has been in operation in the State of North Carolina during the entire twelve-month period immediately preceding the date of application, is current on all state and local tax obligations, and must propose training for employees at a North Carolina facility.

Are there local guidelines that must also be met?
Yes. Companies must attend an information session prior to submitting an application.

How is "incumbent worker" defined?
An Incumbent Worker is an employee of the applicant's business and is served with statewide Workforce Investment Act Funds.

How do I apply for funding consideration?
Companies must attend a Local Area Information Session prior to submitting the application (see attached schedule). The project application and local supplement form can be found on the World Wide Web at www.guilfordjoblink.com . Companies may submit questions via e-mail or mail to 342 North Elm Street, Greensboro, NC 27401.

We encourage all companies to apply, however special consideration will be given to companies with 100 or less employees whose training addresses the educational skills training.

Is there a project fund limit?
The maximum funding for a project is $25,000. A company may apply for more than one grant as long as the total for all grants awarded to a company does not exceed the $40,000 lifetime maximum. The maximum is inclusive of all 24 Local Areas.

What types of training are available?
Two types of training are available:

  1. Occupational skills' training is designed to meet the special requirements of a business or a group of businesses and is conducted with employer commitment to continue to employ all trained individuals upon successful completion of the training.

  2. Education training including workplace literacy, basic academic skills, "soft" skills, and English as a Second Language. An applicant must demonstrate the effect of the training on business operations and identify the transferable skills acquired by employees.

What are the requirements for employees participating in the program?
The business will identify the individuals or groups of individuals eligible for participation in the incumbent workforce program. Identified individuals must be: at least 18 years old; a US Citizen or authorized to work in the US; and if the individual is a male born after 12/31/1959, he must be in compliance with selective service registration requirements.

When are applications accepted and funds made available?
